William was born about 1858 in Kingston upon Thames, Surrey.1   William's father was Albert STEER and his mother was Jane STEER.  His paternal grandfather is <Unknown> and his paternal grandmother was Elizabeth STEER. He had a brother and a sister, named Richd and Clara J.  He was the youngest of the three children.
