William was born about 1832 in Wembworthy, Devonshire.1   William's father was Richard STEER and his mother was Joanna STEER.  His maternal grandfather was John PILLMAN and his maternal grandmother is <Unknown>. He had two brothers and three sisters, named John, Samuel, Susan, Mary and Ann.  He was the oldest of the six children.
