Samuel was born about 1843 in Winkleigh, Devonshire.1   Samuel's father was Richard STEER and his mother was Joanna STEER.  His maternal grandfather was John PILLMAN and his maternal grandmother is <Unknown>. He had two brothers and three sisters, named William, John, Susan, Mary and Ann.  He was the third oldest of the six children.
