Walter L was born about 1880 in Alton, Hampshire.1   Walter L's father was Ernest H STEER and his mother was Eveline E STEER. He had three brothers and five sisters, named Frederick J, Charles J, Harry F, Eveline Emma, Minnie L, Mabel A, Agnes M and Florence S.  He was the third oldest of the nine children.
