Walter was born about 1847 in Stanmer, Sussex.1   Walter's father was James STEER and his mother was Caroline STEER. He had three brothers and four sisters, named Samuel, Isaac, George, Ellen, Sarah, Mary and Louisa.  He was the oldest of the eight children.
