Walter was born about 1851 in Odiham, Hampshire.1   Walter's father was Henry STEER and his mother was Ellen STEER.  His maternal grandfather is <Unknown> and his maternal grandmother was Patience JAMES. He had three brothers and a sister, named Edward W, Egar, Hunter C and Canay.  He was the second oldest of the five children.
