Walter was born about 1883 in Taunton, Somersetshire.1   Walter's father was Walter STEER and his mother was Alice STEER. He had three brothers and three sisters, named Ernest, Sidney, William, Alice, Lillie and Gertrude.  He was the second oldest of the seven children.
