Victor was born about 1897 in Bigbury Devon.1   Victor's father was Fred STEER and his mother was Clara STEER. He had four brothers and two sisters, named Tom, Reginald, Stanley, Ernie, Winnie and Dorothy.  He was the third oldest of the seven children.
