Tom was born about 1885 in Staleybridge, Cheshire.1   Tom's father was William STEER and his mother was Mary J STEER. He had two brothers and four sisters, named John W, George, Eliza, Mary A, Alice and Agnes.  He was the third youngest of the seven children.
