Thos was born about 1862 in Devon.1   Thos' father was Saml Wakeham STEER and his mother was Hannah STEER. He had three brothers and four sisters, named John Prout, Albert Peter, Frederick, Elizth Ann, Mary Hannah, Sarah Jane and Harriett.  He was the fourth youngest of the eight children.
