Stafford was born about 1898 in Kingsbridge, Devon.1   Stafford's father was Ernest STEER and his mother was Ellen Harvey.  His maternal grandfather was George HARVEY and his maternal grandmother is <Unknown>. He had a brother named Harvey.  He was the younger of the two children.
