Richard was born about 1881 in Sheffield, Yorkshire.1   Richard's father was William STEER and his mother was Betsy Ann STEER. He had five brothers and four sisters, named John, George, Samuel, William, Horatio, Polly, Emma, Ada and Eliza.  He was the fifth youngest of the ten children.
