Richard was born about 1879 in Crediton Devon.1   Richard's father was Robert STEER and his mother was Eliza STEER. He had three brothers and four sisters, named William H, Robert, John, Mary A, Ann, Emma J and Eliza.  He was the second youngest of the eight children.
