Francis Edward was born about 1905 in Aveton Gifford Devon.1   Francis Edward's father was James William STEER and his mother was Emma Ash STEER. He had a brother and two sisters, named Arthur John, Edith Mary and Florence Jane.  He was the youngest of the four children.
