Elsie was born about 1897 in Grimsby Lincolnshire.1   Elsie's father was Jasper STEER and her mother was Alice STEER. She had two brothers and four sisters, named Jasper G, Harry, Amelia, Irene, Ada and Nelly.  She was the second youngest of the seven children.
