Charles was born about 1875 in Kingsbridge, Devon.1   Charles' father was George Frederick STEER and his mother was Susan Deacon Ford.  His maternal grandfather was James FORD and his maternal grandmother is <Unknown>. He had a brother and a sister, named Ronald and Olive E.  He was the second oldest of the three children.
