Charles was born about 1893 in Spalding, Lincolnshire.1   Charles' father was Fred STEER and his mother was Mary Ann STEER. He had four brothers and two sisters, named Benjamin, Fred Wm, William, Alfred, May Ann and Ethel May.  He was the fourth oldest of the seven children.
