James was born in 1839 in Petworth, Sussex.1   James' father was James Whitcombe and his mother was Mary Ann.  His paternal grandparents were George Whitcomb and Charlotte Warden. He had three brothers and two sisters, named Alfred, Edwin, Ambrose, Mary and Emily.  He was the oldest of the six children.
