Clement was born in 1856 in St Erth Cornwall.1  Clement's father was Samuel Whear and his mother was Alice Uren.  His paternal grandparents were Samuel Weare and Ann Leacher; his maternal grandparents were Clement Uren and Alice Harris. He had a brother and two sisters, named William, Amy and Caroline.  He was the second youngest of the four children.
