William was born in September 1848 in Chester.1  William's father was Richard Purcell and his mother was Ann Williams.  His maternal grandparents were William Williams and Elizabeth Connah. He had a brother and a sister, named Richard and Elizabeth.  He was the second oldest of the three known children.  He died at the age of 66 in 1914.
