Jeffrey was born on June 7th, 1770 in Bolton and his baptism took place on July 2nd, 1770 at Bank Street Unitarian.1  Jeffrey's father was Smalshaw  (Smasho) Lomax and his mother was Esther Smith. He had three brothers and four sisters, named John, William, Thomas, Anne, Alice, Mary and Elizabeth.  He was the oldest of the eight children.
