Cyril was born in 1894 in Roggiett, Monmouthshire and his baptism took place there on February 16th, 1894.1   Cyril's father was William Thomas Jarrett and his mother was Francis Elizabeth Waters.  His paternal grandparents were Jarrett and Smith; his maternal grandparents were William Waters and Susanna. He had two brothers and a sister, named William, James and Ethel.  He was the youngest of the four children.
