Elmer was born in 1899.  Elmer's father was William Campbell Purvis and his mother was Susan Bicknell.  His paternal grandparents were H. James Purvis and Nancy Elizabeth Azbill; his maternal grandparents were Sylvester W. Bicknell and Nancy Rose Bicknell.  He was the sixth of eight children.  He had three brothers and four sisters, named Talmage, Sylvestor, Everett, Norma, Nancy, Naomi and Malissa.
