Neeltje was born on February 17th, 1760 in Alkmaar. Neeltje's father was Cornelis Bobeldijk and her mother was Antje Willems Luijtse.  Her maternal grandfather was Willem Luijtse. She had a brother and two sisters, named Jan, Lijsbeth and Lijsbeth.  She was the oldest of the four children.
