William was born in 1761 in Belton, Leicestershire, England, United Kingdom.1   William's father was Edward Pepper and his mother was Anne Dexter.  His paternal grandparents were Richard Pepper and Martha Walker; his maternal grandparents were George Dexter and Ann Marshall. He had two brothers named Edward and John.  He was the second oldest of the three children.  He died at the age of 83 in June 1844 in Leicestershire, Nottinghamshire, United Kingdom.2
