William was born in 1854 in Norwich, Norfolk, England.1   William's father was William CHARLTON and his mother was Hannah HEWETT.  His paternal grandparents were Joel CHARLTON and <Unknown>; his maternal grandparents were James HEWETT and Eliza UNKNOWN. He had three brothers and three sisters, named Henry, Frederick, Alfred, Jessie, Margaret and Frances.  He was the third oldest of the seven children.
