Rowland was born in 1844 in Repton, Derbyshire, England.1   Rowland's father was Joseph ARTHUR and his mother was Elizabeth ARTHUR. He had a brother and five sisters, named Alfred, Sarah, Alice, Kezia, Elizabeth and Priscilla. He had three half-brothers named Hewitt, Charles and <Unknown>.
