Arthur was born on December 22nd, 1903 in Saginaw, MI.  Arthur's father was William Edward Oakes and his mother was Julia (Flora) Florina Egloff/Oakes.  His paternal grandparents were Thomas Parks Oakes and Elizabeth McCary/Oakes.  He had four brothers named Irving, Kenneth, Harlan and William.  He was the third oldest of the five children.  He died at the age of 6 on April 2nd, 1910.
