William was born in January 1764 in Midsomer Norton, Somerset, England.  William's father was William (Chancellour) Chancellor and his mother was Diana (Dianah) Turner.  His paternal grandparents were Unknown and Jane (Chancellour) Chancellor. He had two sisters named Ann and Avis.  He was the second oldest of the three children. He had three half-brothers named James, James and James.
