William P was born on July 2nd, 1802 in Winchester,  Frederick,  Virginia,  United States.  William P's father was JOHN Philip Helphenstine and his mother was REBECCA Wolfe.  His paternal grandparents were Peter Philip Helfhenstein and Catherine Berger; his maternal grandparents were Michael Wolf and Maria Gertrude Brumbach. He had four brothers and four sisters, named Lewis, Jacob, Peter, Philip Henry, Sarah Lucy, ELIZABETH, Susannah and Ruth.  He was the youngest of the nine children.  He died at the age of 40 in 1842 in Poplar Plains,  Fleming,  Kentucky,  United States.
