Docio was born in April 1882 in Davie, North Carolina, United States. Docio's father was William Dennis "Denny" Foster and her mother was Margaret Ann Veach. Her paternal grandparents were James M Foster and Ann Torrentine. She had two brothers and five sisters, named Denny Columbus, George Alfred, Mary Elizabeth, Effie J., Maggie Z., Sarah "Sallie" A and Frances Victoria. She was the third youngest of the eight children.-
