Thomas Milton was born on October 14th, 1869 in Richmond, KY. Thomas Milton's father was Thomas Ephriam Shifflet and his mother was Sally Elizabeth Orchard. His maternal grandfather is Levi Orchard and his maternal grandmother was Susan Shifflet. He had six brothers and three sisters, named Grafton Corrington, James Irvin, John J., Levi, George Houston, Joseph, Augusta Florence, Sarah and Susan.
