Regner was born in Hedemarken, Norway.  Regner's father was Harald I+ Halfdansson and his mother is Svanhilda+ Eysteinsdotter.  His paternal grandfather was Halfdan+ Gudrodsson and his paternal grandmother is Raginhild+ Sigurdsdotter; his maternal grandparents are Eynstein+ Ivarsson and Aseda Of+ Jutland. He had two brothers named Bjorn and Olaf+. He had eight half-brothers named Erik, Rorek, Sigtrygg, Frode, Thorgils, Godfrey+, Halfdan Hakon and Sigurd.
