James Monroe Skaggs 
James Monroe was born on May 1st, 1853 in Kentucky.1 James Monroe's father was Samuel Meshack Skaggs and his mother was Sarah Elizabeth Roupe. His paternal grandfather was Richard Skaggs and his paternal grandmother is Elizabeth Wells. He had three brothers and five sisters, named William Franklin, Andrew Preston, John Richard, Julia, Sara Caroline, Tabitha Angeline, Sara Malvina and Albina Josephine. He had a half-brother named Donnie. He died at the age of 76 on April 3rd, 1930 in Metcalf Co., Kentukcy.1 General Notes
