Charles A. was born on December 3rd, 1854 in Taylor Co., Kentucky.1 Charles A.'s father was John Tyler Skaggs and his mother was Mary Jane Underwood. His paternal grandfather was Moses David Skaggs and his paternal grandmother is Elizabeth Larimore; his maternal grandparents were Hiram Underwood and Celia Buley. He had two brothers and four sisters, named Lewis Byron, John Hamilton, Celia, Nancy Jane, Susan Elizabeth and Mary. He was the oldest of the seven children.
