Cicelia Frances was born on April 27th, 1852 in WARREN COUNTY, KY.1 Cicelia Frances' father was Obediah Milam and her mother was Charlotte Cherry. Her maternal grandparents were William Cherry and Frances Taylor. She had seven brothers and two sisters, named William S, John Richardson, Joseph, Solomon Newton, Stephen Martin, Hezekiah T, Wesley J, Martha Washington and Sarah Margaret. She was the fifth oldest of the ten children.1 -
