William was born in 1775 in (no Tn. Till 1783), Pitt, Nc.  William's father is Reuben MANNING and his mother is Diana MCCOY. He had three brothers and four sisters, named Reuben, Richard, John, Diana, Nancy, Mary and Frances.  He is the fourth oldest of the eight children.
