Cecily was born in of Modlyscwm,Kidwelly,Carmarthenshire,Wales. Cecily's father was Francis Mansel Sir Barone and her mother was Dorothy Stepney. Her paternal grandparents were Edward Mansel Sir Knight and Jane Somerset Lady. She had three brothers and a sister, named John, Rawleigh, Edward and Catherine (Jane).
