Hugh Comte de was born about 0798 in Tours, Touraine, France.  Hugh Comte de's father was Hugues III Count of Upper Alsace and his mother was Bava (Ava).  His paternal grandparents were Luitfride II Count of Upper Alsace and Hiltrude. He had a brother and three sisters, named Luitfried III Count of Upper, Bertha de, Ermengarde de and Aelis of Alsace &.  He was the second oldest of the five children.  He died after 0853 in Bourges, Berry, France.
