Samuel was born on November 14th, 1651 in Lancaster, Worchester, Ma. Samuel's father was Lawrence Waters and his mother was Anna Linton. His paternal grandparents were James Waters and Phebe Manning; his maternal grandparents were Richard Linton and Elizabeth. He was an only child.
