Hugues was born in 1040.  Hugues' father was Ingelbert II De Peteghem and his mother was Glismode N....  His paternal grandfather was Ingelbert Ier De Peteghem. He had a brother named Ingelbert III.  He was the younger of the two children.

He had a biological son named Thierry Ier.
