James W. was born in 1836 in ,Bourbon, Kentucky.1 James W.'s father was Samuel Brooks and his mother was Elvira Scott. He had two brothers and four sisters, named Samuel A., Joseph, Elizabeth, Mary, Nannie and Alice. He was the second oldest of the seven children.
