William A. was born in 1863 in Sullivan County, Tennessee.1 William A.'s father was George B. Barr and his mother was Katherine Lucinda Seneker. His paternal grandparents were George Barr and Elizabeth Hawk; his maternal grandparents were John Seneker and Frances Acree. He had three brothers and three sisters, named John Seneker, George Robert, Charles Valentine, Sarah Frances, Elizabeth and Mary Alice. He was the third youngest of the seven children.-
