Andrew was born in 1846 in , Hawkins, Tennessee. Andrew's father was Philip Winegar and his mother was Matilda Collins. His paternal grandparents were Peter Winegar and Julia Ann Slusher. He had two brothers and six sisters, named William, Philip, Louisa, Martha, Elizabeth, Mary, Sarah and Rachel. He was the fourth oldest of the nine children. He had two half-brothers and five half-sisters, named Peter, George, Catherine, Margaret, Julia, Rebecca and Phoebe.-
