Charles H. was born in 1820 in , Bourbon, Kentucky. Charles H.'s father was Leland Whaley and his mother was Katherine Talbott. His paternal grandparents were James Whaley and Barbara Ramey; his maternal grandparents were Henry Talbott and Barbara Whaley. He had two brothers and three sisters, named Benjamin F., Lee W., Mary, Sarah and Elizabeth. He was the oldest of the six children. He had two half-brothers and three half-sisters, named James, William B., Harriet, Evelina and Angeline.-
