Richard was born in 1846 in , Hawkins, Tennessee. Richard's father was Reuben Skelton and his mother was Mary Skelton. His paternal grandparents were John Skelton and Elizabeth Roberts. He had two brothers and a sister, named James, John and Nancy. He had five half-brothers and three half-sisters, named George Arnold, John, Lewis, Ruben, Thomas, Bertha, Louise and Mary Ellen.-
