Cecelia was born about 1546 in Frittenden, Kent, England. Cecelia's father was John Payne and her mother was Jane Couchman. Her paternal grandparents were John Payne and Katherine; her maternal grandfather was Robert Couchman. She had two brothers and two sisters, named Nicholas, Robert, Elizabeth and Margaret. She was the youngest of the five children.-
