Robert H. was born in 1850 in , Hawkins, Tennessee. Robert H.'s father was Madison J. Monroe and his mother was Rebecca Davis. His paternal grandparents were Asa Monroe and Sarah. He had two brothers and eight sisters, named James J., William Harvey, Eliza Ellen, Sarah Caroline, Mary Emaline, Pheriby Jane, Lydia, Martha Adeline, Mariah Tennessee and Rebecca Elizabeth. He was the third oldest of the eleven children.
