Frances was born in 1842 in , Hawkins, Tennessee. Frances' father was Richard Henderson Mitchell and her mother was Louisiana N. Rogers. Her paternal grandparents were Richard Mitchell and Elizabeth Saunders; her maternal grandparents were Joseph Rogers and Mary Amis. She had three brothers and two sisters, named Stokely D., Joseph, Frederick Egbert, Mary and Lucy A.. She was the second youngest of the six children.-
