Ruth was born in 1765 in , Botecourt, Virginia. Ruth's father was Absalom Looney and her mother was Margaret Or Peggy. Her paternal grandparents were Robert Looney and Elizabeth. She had six brothers and six sisters, named Michael, Peter, John, Jonathan, Absalom, Benjamin, Elizabeth, Mary, Margaret, Ann, Catherine and Priscilla. She was the fifth youngest of the thirteen children.-
